摘要
医疗卫生体制改革是世界性难题,医疗卫生市场的挑战更多源于医疗卫生供给与需求不匹配所产生的矛盾,这使医疗卫生领域供给侧结构性改革成为必须。本文在界定医疗卫生领域供给侧的基础上,从医疗服务市场供方、医疗保险市场供方、医药市场供方三个部分系统梳理医疗卫生制度,提出其存在的四个问题:供给能力不足、供给方式不合理、供给水平不高、供给动力不足,并对其原因进行了分析。本文基于供给质量提升与结构优化的理念,提出了建立医生为核心的精准供给体系、明确基本医疗产品供给、按公益性对医院进行分类管理、规范互联网信息甄别平台等方面的政策建议。
Health system reform is a problem in the world. The challenge on the health market is arising from the conflict between supply and demand of the health and medical. This makes health care supply side structural reform required a necessity . On the basis of defining the supply side of medical and health field, this article investigates China＇ s medical system from three supply perspertives： providers of medical services market, medical insurance market and medicine market. It points to four issues of four issues： supply shortage, unreasonable supply mode, low supply level lack of motivation mechanism, which this artide analyses the causes. Finally, based on the conce of quality improvement and optimization of supply, this article put forward policy suggestions from the following aspects： to establish that a precise supply system doctors at the very core, clear the basic medical product supply, to manage the hospital and standardize the Internet information screening platform based on its non-profit nature
