摘要
针对中国石油战略储备和储罐大型化发展趋势,以美国石油协会标准API RP 2001—2012为前提,介绍了美国炼油厂消防安全本质设计方面的先进经验和推荐做法,例如政府强制要求炼油行业工艺设计进行危害分析(PHA),应用高强度、移动式泡沫灭火设备扑救储罐全面积火灾,高等级的消防水供给系统,建筑物风险管理程序,高等级储罐防火堤设计,基于职责模块化的应急指挥体系(ICS)等。通过借鉴该标准的技术先进性,对于提高中国油库安全等级和可靠性具有重要意义。
Based on China oil strategy reserves and development trends of large-scale tank, advanced experience and recommended practice of American refinery intrinsic safe design are introduced with API RP2001--2012 as premise, such as federal government mandatory requirement of process hazard analysis(PHA) in refinery process design, application of high strength mobile foam equipment for full-scale tank fire-fighting, high grade fire-fighting water supply system, building safe management procedure, high grade tank dike design and incident command system (ICS) based on modularized responsibility. By referring to standards technology advancement, it is of an important significance for improving China oil depot safety level and fire-fighting system reliability.
