摘要
伴随着我国经济实力的整体提高,农村社会的经济得到了大力发展、农民的生活水平也得到了不断提升。但在这个过程中,产生了农村垃圾产量迅速增加、垃圾组成越来越复杂的情况,无序堆放的垃圾将导致农村环境的恶化,因此农村垃圾问题成为影响农村整体发展的重要因素。通过综合分析发现,我国农村垃圾治理存在基层政府重视不够、村民自身参与意识不强、治理资金来源渠道单一、没有专门的垃圾治理体系、环卫基础设施差等主要问题,并提出增强基层政府的责任意识、增强村民的参与意识、拓宽资金的投入渠道、完善农村垃圾管理制度及法律规范、政府主导多元合作的协同治理以及提高农村环卫队伍素质及加强环卫基础设施建设的对策建议。
Along with the overall increase of China's economic strength,the economy of rural society has been greatly developed,and the farmers' living standards have also been increasingly improved.But during the process,the phenomenon of rural garbage rapidly increasing and trash composition becoming more and more complex appears.Disorderly heaped garbage will lead to the deterioration of rural environment,so that rural garbage problem has become an important factor which affects the overall development of rural society.Through comprehensive analysis,this paper proposes that major reasons which lead to the problem are basic-level government attaching low importance to the problem,villagers' participation awareness being weak,capital source channel being single,there being no professional garbage management system and poor sanitation infrastructure.And it put forward the countermeasures suggestions,which are improving basic-level governments' responsibility consciousness,strengthening villagers' participation consciousness,widening the channels of capital investments,perfecting rural garbage management's system and legal norms,government-led diversified cooperative governance and enhancing the professional quality of rural sanitation workers as well as sanitation infrastructures.
