摘要
政策能力是国家治理能力的重要组成部分,对国家政策的成败有着重要影响。政策能力也因此逐渐成为公共治理领域的重要研究议题。已有研究主要围绕政策能力的概念、影响因素、衡量途径及其提升策略等内容展开。将政策能力限定在政策制定上的做法似乎得到了更多的认可,从组织能力和个人能力两个维度来理解其构成要素逐渐受到了研究者的重视。影响政策能力的因素是多方面的,包括内生性因素和外生性因素两类。与"结果途径"和"产出途径"相比,"输入途径"似乎是衡量政策能力的一种更为可取的方法,一些定性的政策能力评估框架也不断被设计出来。政策能力的提升是一个持续的过程,它有赖于多种要素的整合。总体而言,政策能力研究已取得了较为丰硕的成果,正迈向一个新的阶段。
Policy capacity is an important part of one state＇s governance capacity,which has significant influence on success or failure of the national policy.Policy capacity hence has gradually become an important research issue in public governance.The previous studies and debates have been focusing on concept,influential factors,measuring approaches and advancing strategies of policy capacity.The method of defining policy capacity as policymaking capacity has being seemingly accepted,and the researchers have paid more attention to understanding its inscape from organizational capacity and individual competencies.The factors influencing policy capacity include the endogenous ones and the exogenous ones.Compared with the outcome approach and the output approach,the input approach is a more advisable one for measuring the policy capacity seemingly.Meanwhile some qualitative assessment frameworks for policy capacity have been designed.The promotion of policy capacity is a persistent process,which depends on various elements to be integrated.In general,the research on policy capacity has made more fruitful results,which is moving towards a new stage.
