摘要
针对目前环境管理成效与民众期望脱节严重的现状,从"权为民所用"的内涵进行剖析,通过PX项目等具体实例对比了不同的引导公众参与环境决策的具体做法,阐明环境管理中科学引导公众参与决策的必要性,从而使管理部门能够更好地代表民众积极有为地行使公共权力。
