摘要
绿色发展是矿业健康持续发展的时代要求,发展绿色矿业建设绿色矿山,是矿产资源管理制度改革发展的重要方向,是适应特殊资源国情和矿业特定发展阶段、建设生态文明、矿业转型升级、落实国土资源管理工作新定位的必然选择。文章总结了绿色矿山建设发展历程、建设模式以及矿业绿色发展的管理政策与取得的经验成效,从试点实践、规划制定、体系建设、政策研究和制度建立等方面进行了全面归纳。在此基础上,提出了新时期全面深入推进矿业绿色发展的主要思路、重点任务和意见建议,主要包括7个方面:加快推进绿色勘查、全面推进绿色矿山建设、推动绿色矿业发展示范区建设、构建有利于绿色矿山建设的长效机制、建立绿色矿山建设标准体系严格矿山管理、充分发挥矿山企业在绿色矿山建设中的主体作用、充分发挥行业协会的桥梁纽带作用等。在此基础上,本文提出了新时期全面深入推进矿业绿色发展的主要思路、重点任务和意见建议。
Green development is the time requirement of mining industry health and sustainable development.Develop green mining and build green mines,which is the mineral resources management system reform and development of the important direction,and it is to adapt to special resources national conditions and mining specific development stage,the construction of ecological civilization, mining transformation and upgrading,the implementation of land and resources management of the new positioning of the inevitable choice.This paper summarizes the development course and construction mode of green mine construction,the management policies and achievements of mining green development,and makes a general induction from the aspects of pilot practice,planning,system construction,policy research and system establishment.On this basis,this paper puts forward the main ideas,key tasks and opinions and suggestions of promoting the green development of mining industry in the new era,including seven aspects：accelerating green exploration,promoting green mine construction,promoting green mineral development demonstration area construction,Build a long-term mechanism conducive to the construction of green mines,establish a green mine construction standard system to strictly mine management,give full play to mine enterprises in the construction of green mines in the main role,give full play to industry associations bridge role.
