摘要
公共品供给从传统公共供给、狭义公私合作、广义公私合作到私有化的连续谱系,对生产效率的内在激励不断增强,而公私之间的交易成本也不断加大。并且由于沉淀成本、自然垄断的存在,公私合作存在双方关系套牢、策略行为、交易要挟、进入退出难以及不可竞争性等问题,影响公私合作绩效。公私合作成功的关键在于合作项目特性与合作治理机制的匹配,适当的治理机制有助于解决某类项目中交易成本、沉淀成本或自然垄断的某些特殊问题。应该基于特定项目交易成本、沉淀成本、自然垄断三维特性的特定组合,选择相应的组织结构、规制方式与合约内容,并通过相应的法律体系、规制体制、市场机制、政府治理能力建设,保障治理机制更好发挥作用,提升公私合作治理绩效。
From the traditional public supply,the narrow public-private partnership,the broad public-private partnership tocontinuous spectrum of privatization,public goods supply intrinsic motivation continuously enhances production efficiency,and the transaction costs between public and private are also increasing. Because of the existence of sunk costs,natural mo-nopoly,public-private partnership bilateral relations stuck,strategic behavior,holdup entry and exit dilemma,non-competi-tive and so on,such issues affect the public-private partnership performance. The key factor to the success of public-privatepartnership is to match the characteristics of the project and governance mechanism of public-private partnership,appropri-ate governance mechanism contributes to dealing with the outstanding problems of transaction costs,sunk costs,natural mo-nopoly. Based on the specific combination of transaction costs,sunk costs,natural monopoly of the specific project,the paperselects the appropriate organizational structure,regulatory methods and contract terms. The public-private partnership governance performance can be improved through the construction of corresponding legal system,regulatory system,market mecha-nism and government governance ability,security governance mechanism.
