摘要
为厘清国际智库研究的主要态势及其热点内容,对Web of Science数据库平台收录的233篇智库研究文献进行计量分析和内容挖掘。国际智库研究始于20世纪60年代末期,整体上呈攀爬式上升的演变趋势,研究具有明显的跨学科交叉综合特征。智库在国际关系事务领域的应用,医学与健康智库、教育智库等专业型智库建设问题近年来引起较多国际同行的关注。但是国际智库研究领域大多数研究者未保持持续性研究的态势,不同研究者间的协同合作研究还亟待加强,现有25个国家/地区参与到智库领域的研究之中。无论是从发文总量来看,还是国家/地区间的合作网络分析来看,目前美国在国际智库研究领域均处于重要的核心地位。中国没有与其他高产国家/地区进行智库方面的协同合作研究。美国与英格兰、加拿大和德国等开展了较多关于智库方面的研究,澳大利亚与德国也有较为紧密的研究合作关系。中国的智库研究者应加大与国际上其他国家研究者的协同攻关与合作研究力度。杜克大学、哥伦比亚大学、华盛顿大学、芝加哥大学、华威大学等研究机构是国际智库研究领域较为重要的高产研究机构。当前国际上关于智库研究的四大研究热点,分别是:智库集团发展运行及其影响力、智库在国家/机构公共政策中的角色定位与决策作用、美国智库分类领域及其功能等研究、智库案例分析与中国智库建设。国内外在智库研究热点主题方面具有较多共同内容,都将智库运行机制及其影响力分析、智库在政策中的角色定位、以美国智库为代表的智库功能与案例分析、中国智库建设四个研究主题作为该领域的研究热点。智库作为国家软实力的重要组成部分,建设具有中国特色的新型智库具有重要的战略意义和作用,该主题是中国智库研究领域的重点内容。为更好地促进中国特色新型智库的建设与创新发展,一方面应从机制层面来建立健全智库保障机制体系;另一方面应从建立健全科学合理的智库服务评价标准体系来不断推动各行业领域智库的发展。
A sample of 233 articles about think tanks included in Web of Science is analyzed.Several stages of evolution of think tanks and its high-yield distribution of authors and journals are discussed as well as the cooperation among countries and agencies.By high-frequency terms of cooccurrence analysis based on titles and abstracts,the hot topics of think tanks research can be divided into four aspects,namely,think tank group development and its influence,the role of think tanks in public policy and decision-making roles,the United States think-tank studies of taxonomy and function,case studies of think tanks and the construction of China's think tanks.In order to better promote the construction and development of think tanks,on the one hand,a new mechanism to guarantee system of think tanks should be established;on the other hand,fields of think tanks should be developed from the perspective of development of specialization and standardization.International research frontiers of think tanks field mainly have the following:role of think tanks in the field of international relations,medical and health think tanks,and education of think tanks.
