摘要
环境管制、技术溢出是影响省域技术创新能力的主要因素。本文构建系统动力学概念模型分析环境规制与技术溢出的耦联效应和反馈机理,比较环境、技术和耦联下的省域技术创新能力差异性,并有效区分了"环境"、"技术"或"双向"偏好型省市,验证了本文新提出的省域技术创新能力评价方法(WT法)的有效性以及技术环境耦联效应的优越性。结果表明,加强省域环境规制力度、优化省域技术溢出路径是促进环境技术高效耦联、缓解资源短缺、要素错配现象、提升技术创新能力的关键。
Environmental regulation and technology spillover are the main factors affecting technological innovation capability. In this paper,the system dynamics concept model is built to analyze the coupling effects and feedback mechanism of environmental regulation and technology spillovers coupling. And then by comparing the provincial differences under environment,technology and coupling,this paper distinguishes ＂ environment＂, ＂ technology＂ or ＂ two- way＂ preference provinces effectively,it also verifies the effectiveness of the provincial technological innovation capability evaluation methods（ WT） and the superiority of technology spillover effect and coupling that the paper proposes. Finally,the results illustrate that strengthening provincial environmental regulation efforts and optimizing provincial technical overflow path are keys of promoting efficient coupling of environment and technologies,easing the shortage of resources and elements mismatch and enhancing the technological innovation capability.
