摘要
为顺利完成《水污染防治行动计划》的既定目标,本文对意大利在城镇污水处理方面的先进经验进行了系统的总结与分析,对照识别了我国在城镇污水处理管理方面存在的不足,从而对我国目前存在的监管体系不完善、违规排污的法律概念不明确、合理的计罚体系缺失、污水污泥处理技术不完善、公众参与度及公信力低等问题提出了可行性建议,为我国的城镇污水处理管理给予一定的借鉴与参考.
The urban sewage management system in Italy was analyzed. Existing problems in China were listed, which include incomplete regulatory system, unclear legal concept, lack of reasonable penalty system, incomplete sewage sludge treatment technology and weak government credibility. Aiming at these problems, some feasible suggestions were proposed. This will offer some references about the urban sewage management system in China.
