摘要
研究目的:总结2015年国内外土地资源与利用规划方面的研究进展,展望2016年国内研究趋势。研究方法:文献调研法。研究结果:(1)土地资源领域,土地资源保护、土地生态等是国内外学者的共同关注热点,此外,国内学者还关注土地资源基础理论、土地资源分类与调查、土地资源评价等,国外学者对此关注较少;(2)土地利用规划领域,国内外土地利用/覆被变化研究分别偏重社会经济宏观驱动因素与具体微观驱动因素,国内土地利用规划研究注重编制技术优化、规划实施评估及规划协同,国外学者则注重规划理论、规划原则及政策属性的探讨。研究结论:创新土地资源基础理论研究;细化土地资源本底要素研究;构建自然资源资产分类与调查方法体系;开展国土空间合理利用评价,优化土地资源评价指标体系构建方法;加强农用地数量质量研究,深化生态保护红线管控机制研究;探讨土地利用规划促进统一空间规划体系的作用等将是2016年及未来土地资源与利用规划领域着重研究的方向。
The essay aims to summarize the research progress of land resources and land use planning in China and foreign countries in 2015 and then to forecast the trend in 2016. Method employed is literature review. The results indicate that the research on land resources at home and abroad both focused on land protection and land ecology. Besides, domestic research focused on and resources basic theory, land classification, land survey and evaluation which rarely appeals to foreign researchers. Also, the results indicate that research interest of land use and land cover change were concentrated on social economic macroscopic factors and specific microcosmic factors in China and abroad respectively, land use planning research in China mainly emphasized on land use planning document technique, implementation assessment and planning collaboration, while the research abroad mainly stressed on planning theory, planning principles and policy properties. The relevant studies made obvious progress.Therefore, it is concluded that further studies will pay more attention to these issues which involves innovation of land resources theory, refinement of land elements research, measurement of nature resources classification and survey,evaluation of territory space rational use, selection of assessment index, diversification of farmland quantity and quality, management policy of ecological red line as well as the function of land use planning promoting space planning system and so forth.
