摘要
本文提出安全生产管控体系的概念,运用比较分析的方法,对美国、日本和我国的安全生产管控体系进行对比分析研究。首先把安全生产管理放在社会历史发展中,用辩证的思想进行纵向比较分析,以清醒认识和把握我国现阶段安全生产工作的本质和规律;其次将安全生产管控体系中的法律环境、政府监管、企业安全生产管理体系三大要素进行横向比较分析;最后通过全面的比较分析,找出我国与发达国家在安全生产管控体系方面存在的差距和对我国的启示,对进一步完善我国安全生产管控体系提出针对性的建议。
The concept of safety production management and control system is proposed in this paper. Comparative analysis was implemented on safety production management and control systems of China, USA and Japan with differentperspectives. Firstly, from the perspective of socio-historical evolution, longitudinal comparative analysis was conducted on safety production management with dialectical thought to make a clear understanding of the essence and law of China＇s production safety management at present stage. Secondly, from the perspective of legal environment, government supervision and enterprise safety production management and control system, lateral comparative analysis was conducted on the principal elements of safety production management and control system. Finally, the gap between China and developed countries in safety production management and control system is found out through comprehensive comparative analysis, meanwhile the inspirations to further improve China＇s safety production management and control system is obtained. And as a result, corresponding suggestions were raised in this paper.
