摘要
随着我国环境污染问题的日益凸现,农产品产地污染已经成为威胁农产品质量安全的源头。实施农产品产地分级管理是加强耕地保护、提高农产品质量安全与数量安全水平的重要途径。根据农产品产地环境污染状况和已有的分级依据,按照农产品质量与产地环境质量两者同时超标,且农产品质量超标确由产地环境质量超标所致的分类原则,将农产品产地划分为优质生产区域、清洁生产区域、限制生产区域和禁止生产区域4个等级,并建议我国政府从制定产地分级管理标准、编制产地分级电子地图、严控产地污染源头、加大产地环境修复力度、建立分级管理保障机制等方面入手,尽快实施农产品产地分级管理,确保农产品质量安全。
With China＇s environment pollution increasingly serious,the pollution of agricultural producing areas has become a big trouble for agricultural product qualities.The classification management of agricultural producing areas is an important way for raising quality safety,quantity security of agricultural products,and enhancing farmland protection.According to the current pollution situation of agricultural producing area and the classification principle in given standard of agricultural products and producing areas at same time,moreover the real reason of unqualified agricultural products coming from producing area pollution,this paper divided agricultural producing areas into four classes：high-quality producing area,cleaner producing area,limiting producing area and forbidding producing area.Some suggestions are also put forward in it at the end.
