摘要
黄河干流河道采砂分为营利性采砂和公益性采砂,营利性采砂的无序开采问题已经对河势稳定、防洪安全、生态环境等造成一定的负面影响。黄河流域重要河道采砂规划对采砂的范围、采砂量、采砂时机和采砂方式等进行了统一规划,但河道采砂将不可避免地对生态环境造成一定的影响。通过分析黄河干流生态环境现状对采砂规划的制约因素,论述了采砂规划对生态环境的影响,并有针对性地提出了相关的对策和建议。
Sand excavation in river courses of the main Yellow River is divided into for-profit and nonprofit sand mining. For-profit sand mining which is disordered,has brought a certain negative impact on regime stability,flood control safety,ecological environment and so on in recent years. Planning and management of sand excavation in typical river courses for the Yellow River basin was put forward,in which the scope sand excavation,amount of sand excavation,excavation time and the way of sand excavation were planned uniformly. However,sand excavation in river courses will inevitably cause certain influence to the ecological environment. By analyzing the ecological environment situation of the main Yellow River,which can constraint sand excavation in a certain scope,this paper discussed influence of sand excavation in river courses of the main Yellow River on ecological environment,and put forward the related countermeasures and suggestions.
