摘要
随着中医药产业化和现代化的发展,中药资源的需求量不断上升,造成中药资源短缺,废弃物污染严重等社会问题,形成了制约中药产业健康、可持续发展的瓶颈问题。在我国经济新常态背景下,中药产业必须转型升级,成为一个现代性、集约化、循环型的可持续发展的绿色生态产业,充分挖掘利用中药废弃物的科学价值。文章运用经济学的外部性理论,探讨中药废弃物资源化的治理机制,提出解决废弃物资源的技术方法,得出解决我国中药资源废弃物资源化需要政策与技术相结合的治理机制。
With the development of industrialization and modernization of Traditional Chinese Medicine（ TCM）,the demand for TCM kept rising,which resulted in resources shortage and waste pollution,and hindered its healthy and sustainable development.Under the background of New Normal economy,the industry of TCM must be upgraded to a green industry of modern,intensive,recycling and sustainable development. The governance mechanism of recycling wastes of Traditional Chinese Medicine was studied with the externality theory.Based on which,the governance mechanism combining the policy with technology was put forward to solve the problem of recycling wastes of Traditional Chinese Medicine.
