The “Made in China 2025” Plan and the Cultivation of Engineering Technology Talents

摘要 文章分析了我国制造业和我国工程教育现状及存在的问题;指出,我国正面临全球产业格局调整及经济发展环境变化对高等教育人才培养结构提出的挑战、制造业两化深度融合对工程人才培养体系提出的挑战、制造业强国对我国创新创业教育提出的挑战;提出了建立产业需求与人才培养的协调机制、完善工程技术人才培养结构、创新工程人才培养机制、强化产教融合的人才培养体系建设、优化更新工程技术人才培养资源并促进优质资源的开放共享、建立人才培养质量社会评价体系并构建工程教育质量持续改进机制等主要任务;提出了关于建立制造业人才状况报告和人才需求报告发布制度、建立和完善制造业相关人才标准体系、完善专业设置与调整机制、建立行业企业参与人才培养的长效机制、建立健全企事业单位人才双向流动机制、深化高校人才培养机制改革、专兼结合提升教师队伍工程实践能力、建立工程教育质量社会评价机制、提升制造业人才队伍的国际化水平等政策建议;最后,与相关重大教育工程配套,提出了产学研合作示范学院、制造业水平提升计划、制造业人才质量保障体系、制造业人才培养教育资源建设计划等重大专项。 This article aims to analyze current situations and existed problems of the manufacturing industry and the engineering education in China. It is said that the cultivation mode of highly educated talents is facing a challenge created by the adjustment of global industrial pattern and the change of economic development environment; the cultivation system of engineering talents is facing a challenge introduced by the further integration of informatization and industrialization in the manufacturing industry; and the innovative entrepreneurship education is facing a challenge proposed by great powers of manufacture. In order to solve these problems, the author elaborates the main missions, policy suggestions and special projects in this article. First of all, it is suggested that we need to establish a coordination mechanism of industrial demands and talents cultivation to optimize the cultivation modes of engineering technology talents; we need to improve the cultivation mechanism of innovative students and strengthen the integration of teaching and practice; we need to optimize the update of cultivation resources and promote the sharing of quality resources; we also need to establish a social evaluation system of talents cultivation quality to improve engineering education quality. Secondly, it's necessary to establish a reporting system of talent status in the manufacturing industry and demands for talents; to create and perfect related standards; to optimize the mechanism of major setup and adjustment; to establish a long-term mechanism of enterprises participating in the talents cultivation and create a bidirectional flow system of enterprises and talents; to further promote the reform of talents cultivation mechanism in colleges and universities and improve practical abilities by combining full-time and part-time teachers; to establish a social evaluation mechanism of engineering education quality and promotes the internationalization of talents in the manufacturing industry. Lastly, the author proposes that in order to align with related education projects, it's of great importance to establish a model college of university-industry cooperation, improve the level of the manufacturing industry, establish a security system of talents quality and make a plan for the educational re source construction of talents cultivation.
