摘要
公共政策执行偏差可导致政府管理目标不能完全实现甚至落空,并引发社会矛盾。文章阐述公共政策执行偏差的内涵及七种表现方式,分析执行偏差会对公众的社会态度,相对剥夺感和心理和谐等产生影响,从后趋角度就减少受众不协调认知、提高中下阶层大众认同、建立心理服务网络等方面为消减不良影响提出对策建议。
The government management target caused by the executive deviation of public policies cannot be fully realized, and even initiates the society contradiction. The paper states the connotation of public policy implementation deviation and seven ways, analyzes the influences of the deviation performing to the public social attitudes, sense of relative deprivation and psychological harmony. To eliminate or reduce the negative effects of the executive deviation of public policies, we give advices to the people on coordinating cognition, improving recognition, setting up the psychological service network countermeasures and so on.
