摘要
第三轮矿产资源规划编制意见首次明确提出要开展矿产资源综合区划研究。本文对矿产资源综合区划的概念、方法和基本问题进行了探讨,提出以成矿规律为基本的区域分异规律,县级行政单元作为基本地域单元,以矿业经济发展、基础地质调查与矿产勘查、矿产资源合理开发利用与保护、矿业转型升级与绿色矿业发展、矿山地质环境保护与治理恢复等五方面为基础构建矿产资源综合区划指标体系,并提出了自上而下和自下而上相结合的矿产资源综合区划思路。为不同区域矿产资源综合区划提供理论依据,为第三轮矿产资源规划编制提供参考。

Five aspeets to construct the comprehensive zoning of mineral resources index system, they are the mining economic development, the basie geological survey and mineral exploration, rational development and utilization of mineral resources and protection, mine geological environmental protection and control. And put forward the comprehensive regionalization of mineral resources＇ ideas to combine top-down and bottom-up. To provide a theoretical basis for the comprehensive regionahzation of mineral resources in different regions, and provide reference for the third round of mineral resources planning.
