摘要
目的:探索市级食品药品检验机构构建精益化实验室的道路,为食品药品检验体系建设和改革提供参考。方法:简述精益化理念,分析在改革中市级食品药品检验机构需要精益化的原因,从宏观层面和微观层面阐述构建精益化实验室的策略。结果:改革的趋势和本质需要精益化。明确内、外部影响因素,把握岗位设置关键点,一体化整合各体系,走以业务为主流的全面精益化管理之路。结论:站在全局高度,形成包容性强的精益化运行机制,才能使市级食品药品检验机构更好地适应新形势,完成新任务,规避新风险。
Objeetive: To explore the construction of lean laboratories of municipal institutions for food and drug control, so as to provide references for construction and reform of food and drug inspection system. Methods: The concept of "being lean" was explained the reasons for reforming into lean municipal institutions for food and drug control were analyzed, and strategies to construct lean laboratories were elaborated from the macro level and micro level. Results: The trend and essence of the reform need to be lean. Institutions should clarify the internal and the external influencing factors, grasp the key point of position setting, perform the integration of the system, and implement the comprehensive lean management focusing on business. Conclusion: Only with an overall perspective and a compatible lean operation mechanism, can the municipal institutions for food and drug control better adapt to the new situation, accomplish new tasks and avoid new risks.
