摘要
德国鲁尔区曾经历了城市老化、工业衰退等转型难题。为促进城市转型与产业振兴,鲁尔区选择以文化产业替代和接续传统产业的战略,通过培育新兴产业,加强统筹规划和资金扶持,改善产业环境,完善基础设施建设等,实现城市绿色转型。借鉴鲁尔区城市转型经验,中国需要进行战略性思维转变,以经济转型、规划转型、环境转型、人才结构转型、鼓励创业和小微企业发展等路径促进中国城市绿色转型。
Ruhr, German once suffered from the transformation problems of city aging, and indus- trial decline. In order to promote the urban transformation and revitalize its industries, Ruhr chose to substitute cultural industry for traditional industries, and achieved urban green transfor- mation by cultivating new industries, strengthening overall design and financial support, impro- ving the industrial environment, and fostering the infrastructure construction. China should learn from the urban transformation experience of Ruhr, modify its strategic thinking and promote its urban green transformation through economic, planning and environmental transformation, and the encouragement of entrepreneurship and the development of micro businesses.
