摘要
建立分级诊疗制度是我国医改的重要内容之一。文章简要阐述了分级诊疗的基本概念,提出分级诊疗制度建设应具备的基本要素,并围绕这些要素问题,基于医疗服务特殊性和我国医疗服务体系现状,系统地分析了其改革的要点,提出思路和对策,最后对我国开展分级诊疗试点工作提出了建设性意见。
establishment of tiered diagnosis and medical treatment system is one important part in China＇s medical reform. The article gives a brief elucidation of the concept of tiered diagnosis and medical treatment system and conducts a research on the essential factors for tiered diagnosis and medical treatment system. After that, the article, centering on those essential factors, systematically analyzes key points of its reform based on the uniqueness and the status quo of China＇s medical service system. The article then puts forward related opinions and solutions. At last, the article gives constructive suggestion to the trial program of China＇s tiered diagnosis and medical treatment work.
