摘要
农业规模化经营是发展现代农业、增加农民收入的必由之路。但农业规模化经营需要一定的条件,如土地产权清晰,能够自由交易,且交易成本较小;农民有意愿出让土地;农民愿意购置土地,并有能力进行农业的规模化经营;金融部门与政府的支持,等等。这些条件在当前的我国,尚不完备。为了推动我国农业规模化经营的发展,政府必须建立规范的土地流转制度,在明晰农村土地产权,使土地的使用权可以自由交易或流转的同时,改革户籍制度以加快农业剩余劳动力转移,培育农业规模化经营主体,并在在融资、保险、技术以及产品销售方面,加大对农业的支持。
Agricultural scale operation is the only way to develop modern agriculture and increase the income of farmers. However, agricultural scale operation needs certain conditions, such as the clear land property rights, free trade and less transaction costs, farmers＇ willingness to transfer land and purchase land and the ability of management, the financial sectors＇ and governmental supports, etc. These conditions are not ready in the current China. To promote the development of agricultural scale operation, the government must establish a standard land circulation system, clarify rural land property rights to make sure the land-use rights can be traded freely, reform the household registration system to speed up the transfer of surplus agricultural labor force, foster the subject of agricultural scale operation and increase support in the financing, insurance, technology and product sales.
