摘要
"全面从严治党",是实现全面建成小康社会各项目标、推进改革开放和依法治国各项工作的根本保证,是新时期进行党的建设的根本指导思想。"全面从严治党"的"全面"二字,要从在主体上全面落实从严治党责任,从内容上全面涵盖党的建设的基本内容,从依据上严明党的纪律,坚持党内法规和宪法法律相结合,从时间上经常抓、反复抓,持续深入改进作风,从方式方法上坚持从严管理干部并发挥人民监督作用五个方面来进行解读。全面从严治党,要着眼于保持党的先进性和纯洁性;要坚持党在宪法和法律范围内活动的原则;要加强党内法规制度建设,依法依规管党治党;要坚持不懈开展党风廉政建设和反腐败斗争。
＂Governing the Party in a comprehensive and strict manner＂ is the basic guarantee for achieving the goals designed in the construction of comprehensive well - off society and for promoting the work of the reform and opening up as well as ruling the country by law. It is also the basic guiding ideology in the party construction in the new period. A scientific interpretation of this thought include the following five points ： in body, full implementation of the governing liability ; in content, full coverage of the basic content of the construction of the Party; in base, tightening up the enforcement of party discipline and adhering to the Party＇s regulations and the Constitution and laws combined; in time, constant and repeated administration and continuous in - depth improvement of style ; and in working method, strict management of cadres and bringing the supervisory role of the people into play. To administer the Party comprehensively and strictly, we should focus on maintaining the advanced nature and purity of the Party ; stick to the principle of the Party activity within the range of the Constitution and the laws ; strengthen the construc- tion of the Party＇s regulations, manage and govern the Party in accordance with the law and regulations. Finally, we should per- sist in the improvement of the Party＇s work style and in building a clean government as well as struggle for anti - corruption.
