摘要
2008年,OECD研发了一种测量教师的教与学状况和专业发展的项目——"教与学的国际调查",并于2008年开展了首次国际性针对教与学状况的调查;2013年,OECD开展了第二次针对教师教与学状况的跨国性调查。本文通过分析该项目的实施过程、测评指标和分析框架,透视其设计理念,希望形成一个以教师与学校、教师与课堂、教师与培训为经,以内容、行为和理念为纬的教师专业发展的测量框架,希望能够促进建立科学的教师评价制度,建立科学的测量教师专业发展水平的框架,为教师专业发展设定一个参照系数。
The Organization for Economic Co-operation and Development (OECD) developed a program that is used for measuring the status of teachers' teaching and learning and professional development in 2007 The International Teaching and Learning Survey, and implemented the first international survey on status of teaching and learning in 2008; OECD launched the second cross-countries investigation about the status of teachers' teaching and learning. Hope to analyze the implement process, measurement norm and analysis framework based on this investigation, while understand their design idea. In addition, develop a measurement framework about level of teachers' professional development in the way teachers and schools, teachers and classroom, teachers and training as meridian; content, behavior and as parallel in order to establish scientific evaluation system of teachers, a framework for scientific measurements of teachers' professional development level and sets a frame of reference for teache.rs' professional development.
