摘要
大型舰船修理是一项复杂的系统工程,与民用船舶相比,大型舰船的修理除了恢复动力系统和船体修复以外,更为复杂的是对各类设备和武器系统的修复,涉及众多修理厂家配合、修理资料搜集、备品备件筹措、不同部门协调等诸多因素,这些因素对舰船的修理质量都会带来潜在的风险,国外甚至出现潜艇修后比修前噪声更大的情况。综合安全评估(FSA)是一种用于制定合理的规则和提供可能的风险控制方案的综合性评价工具,当以修理质量影响因素作为风险控制的主要因素时,可以运用FSA方法对修理总体方案进行风险分析,从源头上实现对舰船修理风险的有效控制。
It is very difficult to control the maintenance process of large scale warship, because the structure of warship is more complicated than general ship, not only the hull structure and power system, but also weapon system, detection system, etc. The maintenance quality of warship is enslaved to many factors, such as repair factory, workers, standby redundancy and so on. In order to raise the level of decision-making in maintenance management, the critical problem is how to control the quality risk level. Formal Safety Assessment (FSA) is an integrative assessment tool which could help establish logical rules and provide possible methods for controlling the maintenance quality risk. By analyzing the influencing factors of maintenance quality and risk controlling, the method of FSA could be optimized and actualized in a paralled way, the problems on decision-making of mainte- nance with limited resource can be solved. By evaluating the maintenance project through FSA method, the main- tenance risk will be controlled at a tolerable level originally.
