摘要
矿产资源开发区域是我国生态环境恶化和群体性污染事件频发的重灾区,矿产资源开发区域生态文明建设必须坚决走法治化之路。法治化一方面要求相关法律体系达到良法的标准,另一方面要求良法必须得到良好的实施。找寻影响矿产资源开发区域法治化相关法制(良法)和法制实施(良法实施)的诸多障碍因子,达致"良法"和"良好实施"的法治进路。
Mineral resources development area is the deterioration of the ecological environment and communi- ties frequent incidents of pollution hardest hit area, and mineral resources development and construction of eco- logical civilization must resolutely take the road of the rule of law. On the one hand, the rule of law must meet the standard requirements of the relevant legal system to be good law, and on the other hand, good law must be well implemented. We should find the obstacle factors which have impact on the relevant legal rule （good law） and legal implementation （implementing good law） in the area of mineral resources development, so as to a- chieve ＂good law＂ and ＂the good implementation＂ of the rule of law.
