摘要
社会保障经历了从无到有、不断完善的过程,社会保障的价值理念经历了从慈悲到正义的过程,促进分配正义是现代社会保障制度的根本价值诉求。社会保障可以从制度模式、覆盖范围、资金筹集、待遇计发等方面体现其分配正义的价值。中国社会保障的发展取得了积极成效,为促进社会公平正义、维护公民权利、促进经济社会发展发挥了重要作用。但是,目前我国社会保障的发展还存在诸多问题,甚至存在一定程度的"逆向分配"现象,不利于实现其分配正义的价值目标。为此,未来应该积极推进我国社会保障制度的改革和完善,实现其分配正义的价值。
As the safety net of people＇s lives, social security is the important symbol of the development of economy and social civilization. Social security in China grows out of nothing and keeps consummating itself nowadays, and its value ap- peal has changed from mercy to justice. China has made great progress in social security and has promoted social justice, civil rights and economic development greatly. But there are still some problems and even the adverse distribution, which impede the value appeal of social security. So it is expected to further advance the social security system reform to fulfill its goal.
