摘要
在区域一体化进程中,为实现区域整体发展,政府间的协调十分重要,而政策协调则是区域政府间协调的核心和逻辑起点,因而,对区域政府间政策协调中存在的问题进行研究就显得十分必要。本文选取正处在政策迸发期的京津冀区域大气污染治理为例,依据"问题界定-政策制定操作层面-政策协调结果"的分析框架,对京津冀区域政府间大气治理政策协调中存在的问题进行详细分析,并从经济基础、行政体制和协调机制三个方面探究政策不协调的原因。最后,分别从价值层面、组织架构、实现机制和利益平衡四个方面,探寻实现京津冀区域政府间大气治理政策协调的破解之策。
In the process of regional integration, in order to realize the overall interests of the Jing-Jin-Ji region, intergovern- mental coordination is very important, and regional intergovernmental policy coordination is the core and the logical starting point of regional intergovernmental coordination. So it is very necessary to study the problem in regional inter- governmental policy coordination. This paper selects the policy burst phase of coordination of Jing-Jin-Ji regional air pollution control as a case, analyses problems in policy coordination of regional intergovernmental atmospheric govern- ance based on the analysis framework of Policy Problem Definition-- Operational Level of Policymaking--Results of Policy Coordination＇, and explores the causes of policy non--coordination from three aspects as economic base, admin- istrative system and coordination mechanism. Finally, it seeks the solution for this region to improve the air quality and people＇s living standards.
