摘要
我国科研经费的审批、管理和使用等方面存在着严重的不足,制约了我国高校科学研究的发展与进步。科研经费面临着政府经费投入总量继续增长,吸纳风险资金能力增强,成果转让收入大幅度增强,高校自主科研投入更积极等新的趋势。同时,我国高校科研经费存在制度体系不健全、科研经费存在流失、科研经费的监督机制不完善等问题。为了加强未来我国高校科研经费的管理,提出了明确分工,建立健全高校科研经费管理责任制;加大宣传力度,提高科研人员对科研经费的正确认识;严格制度,加强高校科研经费支出管理,增强对科研经费的监督和评估等建议。
There is a serious shortage of approval,management and use of research funding and other aspects which restricts the university scientific development and progress of our country.Government research funding is facing total funding to continue to grow,enhanced ability to attract venture capital, the results of the transfer income increased substantially,universities and other independent research into more positive new trend.Meanwhile,institutional system is not perfect,the existence of the loss of research funding,oversight mechanisms are imperfect of university research funding.In order to strengthen the management of future research funding universities,we put forward a clear division of labor,in order to establish and improve management accountability,step up publicity efforts to im-prove researchers correct understanding of rigorous research funding system,strengthen university re-search funding expenditure management and enhance the recommendations for monitoring and evalua-tion of research funding.
