摘要
党的十八大提出"更加尊重市场规律、更好发挥政府作用,全面深化经济体制改革"的要求。在当前保障重大设备质量安全任务繁重而政府行政资源有限的情况下,迫切需要通过立法确立设备监理运用市场机制保障重大设备质量安全的地位。制定设备监理行政法规是贯彻我国基本建设政策、建设社会主义法制经济、完善设备监理管理体制以及顺应国际形势与把握先进理念的必然要求。无论是从政策导向、行业发展与市场环境方面分析,还是从法制环境与立法实践经验来看,我国设备监理管理行政法规立法均已具备可行性,《重大设备监理条例》应当及早出台。
