摘要
在公路BOT(build-operate-transfer)项目的运营过程中,交通量需求可能偏离预期,动态调整项目收费价格和特许期有助于保证政府、项目公司和社会公众的利益.以达到项目的预期合理收益为目标,根据前n年已实现收益,构建出项目公司在特许期剩余的(T—n)年内预期收益函数.在交通量需求曲线发生右移或左移的情况下,为了避免项目公司获取超额收益或无法实现预期收益,讨论了对项目的收费价格和特许期进行单一调整和联动调整的决策分析方法.最后,结合一个算例进行应用验证,以期为政府和项目公司在公路BOT项目运营过程中调整收费价格和特许期提供参考.
When traffic demand deviates from the expectation during the operation phase of highway build-operate-transfer (BOT) project, the dynamic adjustment method on the toll and concession period is helpful to ensure the benefits of the public, the government and the project company. This paperdeveloped an expected profit function of the project company in the remaining (T - n) years based on the actual profit of first n years in order to ensure the project company has a reasonable profit. Furthermore, it discussed the single adjustment and linkage adjustment decisions on the toll and concession period to avoid gaining excess profit or being unable to gain the expected profit for the project company in the case of the traffic demand curve parallel shifts rightward or leftward. Finally, a numeric example was adopted to verify proposed model and provide the reference on toll and concession period adjustment decisions for the government and the project company during operation phase of highway build-operate-transfer (BOT) project.
