摘要
为了对区域农业产出水平和农业竞争力水平的可持续发展提供参考,对我国13个粮食主产省面板数据进行了显著性和贡献率分析.结果表明：地方财政农业支出对农业产出有显著影响,投入产出效率不高,投入产出弹性系数为0.160 891,地方财政农业支出的投入产出弹性较小;地方财政农业支出对粮食主产区农业产出的贡献率不高,1997-2004年和2004-2011年分别为35.56％和45.40％,不同粮食主产省份之间差别较大,河南、江苏、山东3省地方财政支农支出对农业产出的贡献率较大;不同粮食主产省有显著不同的农业发展禀赋,不同省份的农业产出自发性贡献率差异较大,在-20.43％～45.37％,1997-2004年和2004-2011年各粮食主产省平均农业产出自发性贡献率分别为21.79％和28.52％,以浙江和辽宁的自发性贡献率较高.另外,第一产业从业人员对农业产出有负向的显著影响,即第一产业从业人员对农业产出非但没有促进作用,反而对农业产出的增加有一定的抑制作用.
In order to provide a reference for sustainable development of regional agricultural output level and agricultural competitiveness,significance and contribution rate were analyzed for panel data in 13 major grain-producing provinces.The result showed that local fiscal agricultural expenditure had a significant influence on agricultural output,but input-output efficiency was not high,the input-output elasticity coefficient was 0.160 891,and local fiscal expenditure on agriculture input-output elasticity was small.The contribution rate of agricultural output for local fiscal expenditure was not high,which were 35.56％ and 45.40％ from 1997 to 2004 and from 2004 to 2011,there were great differences between main grain-producing provinces,the contribution in Henan,Jiangsu,and Shandong were greater,and there was significant different endowment on agricultural development among grain-producing provinces,and there was big difference on spontaneous contribution rate of agricultural output in different provinces,which were from-20.43％ to 45.37％,and the average spontaneous contribution rate were 21.79％ and 28.52％ from 1997 to 2004 and 2004 to 2011,among them,Zhejiang and Liaoning were the highest.In addition,primary industry practitioners had significant negative effect on agricultural output,which implied that the primary industry practitioners restrained the increase of agricultural output.
