摘要 目前压力容器等承压类特种设备向大型化、高参数、长周期运行方向发展,如何将其风险控制在可接受的范畴,是各国相关法规和标准关注的要点,Ⅲ类压力容器设计阶段开展风险评估是一项革命性的技术变革。TSG R0004—2009《固定式压力容器安全技术监察规程》规定第Ⅲ类压力容器设计阶段需出具风险评估报告,按此思路,事先评估与控制重要承压设备在全寿命过程的风险对保证其长周期安全运行具有重要的意义。以天然气行业第Ⅲ类压力容器为研究对象,以API 581—2000(SY/T 6714—2008)为基础开展研究,考虑设计阶段的特点,修正了风险评估模型,建立了典型失效案例库。在此基础上开发了Ⅲ类压力容器设计阶段风险评估系统,并将其应用到实际工程设计中,弥补了我国相应技术与系统的缺失。通过这些研究和开发,为更好地指导基于风险的设计(RBD)工作提供了技术依据和使用平台,为研究适用于我国实际的Ⅲ类压力容器设计阶段风险评估技术提供了新思路,为建立相应的技术标准奠定了良好的理论基础。 It is extremely important for designers and engineers to preliminarily assess and control risks of significant pressure equipments so as to ensure the long-term safe operation in their whole life service. From this point, it is a revolutionary technological reform to assess risks of class- Ⅲ pressure vessels at their design stage, the report of which should be issued according to the TSG R0004-2009 of Supervision Regulation on Safety Technology for Stationary Pressure Vessels. Therefore, we revised the risk assessment model of class-Ⅲ pressure vessels at their design stage based on the study of API 581-2000(SY/T 6714-2008) and then established a database of classic failure cases. On this basis, such risk assessment system was developed and applied to the engineering design work. This study provides a reference or a tool to the work of Risk-based Design (RBD) and a new idea for an engineer or a designer to assess the risks of the class-Ⅲ pressure vessels at their design stage.
