摘要
原国家土地管理局分别于 1989年和 1993年颁布了《城镇土地定级规程》和《城镇土地估价规程》 ,时至今日 ,基准地价的评估技术与方法已经日臻完善。文章阐明了电子专题地图的制作在基准地价评估中的作用 ,并以土地定级为主 ,详细论述了基准地价专题地图的基本属性及实现机制。作者认为基准地价电子地图具有统计分析功能 ,当用户提出要求时 (如询问地价在某范围的样点 ) ,系统即可自动从地图数据库中检索出符合条件的样点 ,并在地图上高亮显示。还可根据多年地价样点的分布变化情况比较分析地价走势 ,预测未来地价发展情况 ,揭示其地理、经济规律性。
The ministry of land and resources issued regulations for gradation and classification on urban land in 1989, and regulations for valuation on urban land in 1993. Up till now, the work of valuation and gradation has been full grown. With the development and application of CAD technology, the electronicmap has emerged as the time require. The thesis illuminates the function of electronic map in evaluating standard land price, put forward ideas on how to make electronic map in the course of valuation and gradation on urban land.
