摘要
党内典章是党的中央组织制定的规范党组织的工作、活动和党员行为的党内规章制度的总称,主要包括党章和中央党内法规。党内典章具有不同于一般意义的政党规范的特殊属性,它是由宪法确认和支持的特殊政治规范,是国家公权力配置与运行的重要依据,具有根本法属性和根本法效力,与宪法一起共同构成了我国的根本法体系。加强党内典章研究,对于构建中国特色社会主义宪法学理论具有重要意义。
The codes of the Communist Party of China( CPC) are a general term for the Party rules and regulations formulated by the central-level Party organization to regulate the work,activities of Party organizations,and behavior of Party members,mainly including the Party constitution and the Central Party rules and regulations. The codes of the CPC have special attributes that are different from those of Party norms in the general sense,which are specially political norms confirmed and supported by the Constitution and an important basis for the allocation and operation of public power in the country. Thus,they have attributes of fundamental law and validity of fundamental law. Together with the Constitution,they form a system of fundamental law in China. Strengthening the studies of the codes of the CPC is of great significance to the construction of the theory of socialist Constitutional jurisprudence with Chinese characteristics.
