中国新时代情境下推进政府治理现代化的反思

Reflections on Advancing the Modernization of Government Governance in the New Era of China

摘要 政府治理始终是现代社会的核心议题。而政府治理的意涵及理路演进则是研究的主要论域。现代化在时间域的维度上指出了传统社会到现代社会蕴含的转型问题,期望政府实现向社会放权共治的治理模式。聚焦新时代我国政府治理现代化,是全面深化改革进程的定向方针。反思现代化公共事务中"黑天鹅"事件频发的复杂行政环境;反思现代化公共事务"关键症结"又"测不准"的认知困境;反思现代化公共事务负载多重利益而"停不下"商讨的治理悖论。基于此,应形成分权共治的公共治理知识;形成比较与妥协的利益分配;形成科学与正当的决策程序以不断推进政府治理现代化。
