摘要
目的 通过分析世界主要国家 (地区 )健康投资效益的大小 ,来评价我国卫生工作水平和国家卫生政策的质量 ,为决策机构提供参考依据。方法 依据世界银行公布的数据和国内资料 ,结合其经济规模 ,从考察投入、产出、效益入手 ,比较它们在国际中的位置 ,以评判各国国民健康水平的差异。结果 经实证调研 ,认识到我国几十年来的健康投资在国际间具有较高效率 ,位于世界前列。结论 从建国至 90年代 ,我国的卫生政策是适宜的 ,有效的 ,符合客观规律。因此 ,未来卫生机制改革中 ,应把握优势 。
Objective Through the analysis for the economic benefit of health investment in the main countries(regions) of the world, to evaluate the health work level in China and the quality of national health policies, which can be used as basic references for policy making bodies. Methods We cite domestic data and data reported from world bank, combine economic scale of the countries(regions), compare their international positions so as to appraise the differences between the national health levels of each country. Results Through substantial investigation and study, we understand that the health investment in recent decades in China has high international efficiency and lies front rank in the world. Conclusion From our state establishment to the age of ninties, the health policies in China are appropriate and efficient and fit for objective laws. As a result, in the future health mechanism reform, we should hold dominant position to utilize limited investment to make high health economic benefit.
