摘要
一项公共政策制定出台就进入了执行阶段,公共政策能否有效执行直接关系着政策生命及政策效果的顺利实现。转型期间,由于我国地方政府承载的利益结构呈现出多元化的态势,少数的地方政府还存在着不同程度、不同形式的政策执行偏差现象。从公共选择理论的基本假设——"经济人"假设出发,总结地方政府政策执行偏差的表现并究其原因,进而提出相应的对策措施。
A public policy enters the execution phase as soon as it has been formulated, whether the Public policy can be effectively executed is directly related to the smooth realization of the policy and the policy of life. During the transition period, because the interest structure that out local governments bearing is showing a trend of diversification, A few local governments still exist different degrees of policy implementation deviation. From the basic hypothesis of public choice theory The economisthypothesis, to summary local governments＇ policy implementation deviation and find the reasons, then put forward the corresponding countermeasures, has great importance to improve the efficiency of our local governments＇ public policy execution and to improve the credibility of the local government.
