摘要
从地方政府金融监管理论出发,系统分析与总结了国外地方政府债务管理的经验。针对我国地方政府债务和金融监管存在的问题,从监管模式、举债方式与举债用途、管理机制、风险预警机制、地方政府担保机制、问责与纠错机制等方面,提出了重构我国地方政府债务管理体系的相关设想,以期从制度设计上规范我国地方政府的债务管理工作。
From the perspective of local government fi-nancial supervision theory, this essay analyzes and summarizesthe foreign experience in local government debt management.For the issues of local government debt in China, it proposes therelated idea of reconstruction of local government debt management system in China from the regulatory pattern, the use of debtleverage manner, debt management mechanisms, prevention andearly warning mechanism, local government guarantee mechanism, accountability and error correction mechanism, so as to further standardize the system design work of local government debt management in china.
