摘要
笔者检验2002—2011年我国省级政府卫生投入与产出数据,发现面板数据的DMU效率测度存在异质性及非统一前沿面状况及其导致跨年间效率比较存在问题,在传统三阶段DEA方法的基础上,提出面板三阶段DEA模型,并分析了各省份政府卫生投入的效率。通过研究发现,一阶段DEA分析后,结果显示东、中、西部省份的卫生投入效率存在显著差异,但在二阶段利用面板SFA剔除经济、地理及社会等环境变量的影响后,第三阶段DEA分析显示东、中、西部各省份效率的差异大大缩小,且各省份间效率的调整方向和大小并不一致,这样能够更好地反映出各省份的各类效率的真实值。最后提出了测量和提高各省份卫生投入效率的方法与措施。
Abstract： Using provincial government health input and exists panel DMU heterogeneity and non-uniform frontier. It output data from 2002 to 2011, we point that there will lead efficient comparison problem. So we take panel three-stage DEA model basis on traditional three-stage DEA model. Then we analyze different provincial health investment. The result shows that there are significant efficient differences among east, middle and west areas after the first stage analysis. After removing the economic, geographical and social effects of environmental variables by panel SFA, the third stage result shows that east, middle and west＇s efficiency differences between the provinces greatly reduction, which can better reflect the true value of every province＇s efficiency, pure technical efficiency and scale efficiency. Then we give the suggestion of improving the health efficiency measures combined with the impact of environmental variables.
