摘要
在全球化时代的今天,国际非政府组织已然成为国际政治舞台上一个非常重要的行为体。与此同时,各国政府也越来越重视利用国际非政府组织来为其外交政策服务,直接或间接地达成政府难以实现的战略目标。在缅甸这个过去较为封闭、西方世界难以直接介入的国家,各式各样的国际非政府组织却活跃于此,并积极开展各项工作。其中,作为在缅甸开展活动最早和影响力最大的美国国家民主基金会就是其中典型的代表。美国国家民主基金会对缅甸提供民主援助20余年,资助横跨几十个项目,通过将缅甸境内的组织、泰缅边境的流亡团体同国际社会捐赠者三者结合起来,统一协调和支持缅甸的民主运动,推动缅甸的民主转型。不仅如此,伴随着美国战略重心东移亚太,它在缅甸基层的活动,增加了美国同其他国家在缅甸进行博弈的砝码。
In the era of globalization,international non-governmental organizations( INGOs) have become increasingly important actors in world politics. National governments around the world are making more use of INGOs to serve their diplomatic goals directly or indirectly. While Western countries found it difficult to reach Myanmar,a self-seclusion nation in the past,various INGOs had been playing very active roles there. As one of the earliest and most influential INGOs in Myanmar,the National Endowment for Democracy( NED) is such a typical organization. For more than 20 years the NED has given support and funded dozens of projects across this country. By collaborating with groups inside Myanmar,exile groups on the MyanmarThailand border and international donators,it supported the democratic movement in Myanmar for the purpose of promoting the transformation of democracy there. Along with the American strategic rebalancing to the Asia-Pacific,the NED's activities in Myanmar will be instrumental in strengthening the U.S. influence in the contest of great powers in Myanmar.
