摘要
为促进教育均衡发展,教师轮岗交流在未来3-5年将制度化、常态化。相关配套措施重外在激励,而流入学校与轮岗教师之间的相互适应多有忽视,这不利于教师对流入学校产生组织认同。文章认为,未来政策实施过程中要将重点放在学校层面,充分发挥轮岗教师的专业力量,激发学校内在发展动力的形成,促进学校可持续发展,从而实现该政策的既有目标。
To improve the balanced development of compulsory education, Teacher Work Shift System(TWSS) will be institutionalized and normalized in the next 3 -5 years. Related measures pay more attention to extrinsic motivation, but the mutual adaptation between the school and the teachers is neglected, which is not conducive to constructing teachers' organizational identity. This paper suggests that the policy priorities of TWSS should focus on the school level, give full play to the teachers' professional power, stimulate the formation of school internal capacity, promote sustainable development of the school, so as to realize the policy targets.
