摘要
基于区域创新能力的连续性、动态性,从区域创新投入、创新产出、创新潜力三个方面构建区域创新能力评价指标体系,运用熵值法对中国30省市2001—2010年数据进行处理并对结果进行分析,明确我国各区域创新能力的动态变化趋势。研究表明,横向来看,中国30省市创新能力存在显著差异;纵向上看,各省市创新能力增长趋势不尽理想,主要表现为:虽然各省市创新投入增长趋势明显,但创新产出增长能力波动较大,且创新潜力增长速度缓慢。在此基础上本文提出促进我国各省市创新能力提升的建议。
The regional innovation capability is successive and dynamic. The paper constructs the index system of regional innovation capability from three aspects： innovation input, output and potential. Using entropy value method to process da- ta of 30 provinces during 2001 to 2010, the paper shows the dynamic trend of regional innovation capability. It concludes that： the innovation capabilities of 30 provinces present significant difference from the transverse view; longitudinally, the growth trends are not so good, specifically, though the innovation input growth trends are significant, the innovation output growth trends are fluctuated while the innovation potential grow slowly. Then the paper puts forward some proposals aiming to improve the regional innovation capability as a whole.
