摘要
工业用地集约利用控制标准的精细化管理是促进区域行业用地集约利用的重要手段,也是推进我国土地集约利用健康发展的关键要素。本文立足综合利用城镇"二调"数据库和遥感影像图等现有土地利用基础信息,以钢构企业为例,通过行业用地效益评价、模型模拟等方法,尝试从宗地尺度探讨行业用地集约利用控制标准优化方法。研究结果显示:①利用从经济、社会、生态环境3个方面构建的包括地均产值等在内的8个评价因子组成的钢构行业土地利用效益评价指标体系,通过典型研究区数据测算,其土地利用效益评价总分值能客观反映当地实际情况;②通过多项式拟合模型模拟土地利用效益与建设用地控制指标之间的关系,找寻钢构行业建设用地控制标准最优控制值和建设目标值的确定思路,并结合研究区实际评价结果,提出了控制标准的相关建议,如容积率≥0.4,建筑系数≥30%,绿地率≤25%等,以及相应的建设目标值。
The refined management of control standards of industrial land intensive use is not only an important means of improving regional industrial land intensive use, but is a key factor in promoting sustainable development in China. On the basis of the comprehensive utilization of available fundamental land use information gathered from the second national land survey and remote sensing images, we explore methods of refining the control standards of the intensive use of industrial land at the parcel level through the evaluation of land use efficiency and modeling, using the steel structure industry as a case study. Selecting eight factors from three aspects (economy, society and the ecological environment) including output value, the evaluation index system of land use efficiency for the steel structure industry was established. The total scores of the typical area calculated from land use efficiency evaluation method are effective. We also simulated the relationship between land use efficiency and construction land control parameters through a polynomial fitting model and explored how to determine the optimal control value and target value of construction land control standards. Recommendation control standards are stated using references of the evaluation results for the study area; for example, a plot ratio no less than 0.4, buildin coefficient of no less than 30%. and a greenine rate of no more than 25%.
