摘要
社会协商是协商民主的重要组成部分,它基于政府与社会有机互动而形成,其使命就是通过表达、参与和沟通,协调党与群众、政府与社会的关系。社会力量的成长以及社会自治能力的提升,是发展社会协商的前提。为此,中国的社会建设,在加强政府社会管理的同时,还应该加强以社会为主体力量的社会治理体系建设,实现社会管理与社会治理的有机统一。
Consultation with society is an important part of consultative democracy.It takes shape through the organic interaction between government and society,and its aim is to coordinate the relationship between the party and the people as well as between government and society,through expression,participation and communication.The ripening of social forces and the improvement of society's capacity for self-governance are prerequisites for the development of social consultation.Therefore,in order to achieve an organic unity of social management and social governance,building Chinese society should not only strengthen the government's social management,but also reinforce the construction of society-based self-governance systems.
