摘要
本文利用基于松弛的序列方向性距离函数,测算了2003-2010年中国30个煤炭城市工业经济的市场、环境效率和相应的全要素生产率指数,并采用二元选择模型分析了煤炭城市发展模式转型的影响因素。结果显示:在研究期间内,多数煤炭城市表现为生产率进步,且进步主要源于技术变动,而效率变动对生产率进步的贡献呈现起伏波动的不稳定状态;中国煤炭城市的发展主要分布于"市场高效环境高效型"和"市场低效环境低效型"两类模式之中;科技投入水平和城市开放程度提升显著地促进了煤炭城市转型,而资源依赖性上升是煤炭城市转型的显著阻力。
Coal has played a fundamental role in China's rapid economic growth.However,in terms of economic growth and environmental preservation,developmental problems are clearly evident for coal cities in China.Consequently,a number of economic and environmental problems,such as waste of energy resources,heavy reliance on coal sales and increasing pollution,are threatening the sustainable development of coal cities.Here,we measure market efficiency,environmental efficiency and total factor productivity(TFP) using panel data from 30 coal cities in China from 2003-2010.We found that,in terms of total factor productivity,most cities experience productivity growth.Environmental TFP is smaller than market TFP in general,which reflects the existence of productivity loss when taking energy use and pollution into consideration.Based on the results of efficiency,this paper defines four types of developmental performance by a two-dimensional plot of both market efficiency and environmental efficiency.During the study period,16 samples belong to the‘Low Market Efficiency and Low Environmental Efficiency' type,one sample to the‘Low Market Efficiency and High Environmental Efficiency'type,12 samples to the‘High Market Efficiency and High Environmental Efficiency'type and two samples to the‘High Market Efficiency and low Environmental Efficiency'type.Thus the performance of most coal cities can be categorized into as the‘Double High Efficiency'type or ‘Double Low Efficiency'type.More than a half of resource-exhausted cities in our samples belong to the‘Double Low Efficiency'type.Our results show that research and development and economic openness are factors that positively affect development categories.
