摘要
西藏地处青藏高原腹地,生存环境差是贫困人口众多的主要原因,自治区把扶贫搬迁作为解决生存环境恶劣地区贫困人口脱贫的主要途径。要确保贫困人口搬得出、留得住、富得起,关键取决于能否科学、合理地利用迁入地的土地资源,实现安居乐业。对林芝县更章门巴民族乡扶贫搬迁后农户的土地利用行为问题进行调研发现,搬迁人口对土地资源利用存在一些可喜的变化,也存在土地投入动力不足、土地资源配置不合理和耕地经营规模小等诸多问题。针对土地利用存在的问题提出了对策建议。
Tibet is located in the hinterland of the Qinghai-Tibet Plateau, the bad survival environment is the main cause of large poor population, and the local governments take poverty alleviation and relocation as the main way to solve of shaking off poverty of people in the poor living environment. Whether the poor can move out, settle down and become rich depends on the utilization of the new land resources scientifically and rationally, realize living and working in peace and contentment. In this paper the authors give a further investigation of land use problems of farmers in Nyingchi County Gengzhang Moinba Ethnic Township, and found that there are many problems besides some welcome changes in the use of land resources, such as the willingness to input is deficient, land collocation is inconsequent, the management scale of cultivated land is small and so on, and finally put forward some countermeasures and suggestions.
