摘要
尽管我国国有资产监管体系基本确立,国有资产监管制度日益完善,监管职能逐步强化,然而,现行的国有资产监管模式仍存在监管法律体系不完善,所有权主体不明晰、政企、政资不分等问题。纵观世界,美国、英国、法国和新加坡等国家在国有资产监管方面则有不少值得借鉴和学习的地方:具有完备的法律体系、明晰的产权关系、明确的职责分工。我国完善国有资产监管模式,需要进一步建立完备的国有资产监管法律体系,规范国有资产监管主体的行为。
Although the state- owned assets supervision system has been established, the state- owned assets supervi- sion system has improved gradually, the regulatory system of existing state - owned assets supervision mode is imper- fect. Ownership of the subject is not clear. Government and business, government and funds are not separated. The state -owned assets supervision of United States, Britain, France and Singapore worth of our learning, for their legal sys- tems, clear property rights and division of responsibilities. Therefore, we should establish a complete legal system and standardize the behavior of state - owned assets supervision.
