摘要
针对老城区各类历史文化遗产保护的多样性要求、城市更新改造中历史信息的遗失、现行规划编制体系对老城保护管理的缺失等实际问题,在"规划设计导则"概念界定的基础上,开展了以"体系构架与规划编制管理结合"、"内容有限理性与弹性控制结合"为特点,易于操作的"规划设计导则"的编制,以协调老城区的保护要求、针对性地制定更新改造的规划条件。并通过杭州老城的例子,在综合研究各类遗产保护要求的条件下,以保护优先为原则,构建层次分明、理性与弹性结合、编制体系与管理体系衔接的"规划设计导则",并通过导则内容在法定规划的用地规划、指标体系、地块图则设计里的落实,直接指导"规划设计条件"的制定,从而更明晰而有效地指导老城的综合保护与更新改造项目的实施。
Aiming at actual problems such as the diverse requirements of historic and cultural heritages protection in the old city, the loss of historic information during the urban renewal process, and the absence of old city protection management in current planning compilation system, the exploration is carried out, featured with ＂the combination of framework establishment with planning compilation management＂ and ＂the combination of restricted rationality and flexible control,＂ so as to coordinate the confliction between old city protection and urban regeneration. Take the old city of Hangzhou as the example, and aiming at the protection requirements of different historic and cultural heritages, a hierarchical, rationality- flexibility-combined, and compilation system and management system linked ＂planning and designguideline＂ is constructed, for the purpose of guiding old city protection and urban regeneration more specifically and efficiently.
