摘要
目前中国产业创新联盟主要表现为技术创新联盟形式。很多创新联盟在导向上更注重解决产业共性技术问题,为产业发展创造环境和条件。但从产业发展和企业本身的角度来看,如果仅仅将其定义为共性技术问题,则直接限制了产业创新联盟功能及其发展,也不符合实践发展的要求。产业创新联盟是科技与产业联合体。联盟中参与各方在决定是否通过产业创新联盟开展创新合作及未来产出时,都会权衡创新行为的得与失,只有对未来投入产出形成比较利益,创新行为才能发生。有效的产业创新联盟有利于联盟成员之间进行良好的资源共享、优势互补,充分发挥各自的优势且达到整体利益最大化,形成多赢的局面。很多新兴行业内的产业创新联盟在成立时,选取不同类型参与主体的原因之一就在于其拥有资源本身的差异。作为产业创新联盟的企业群体,在政策制定、知识转移和技术创新及市场控制等方面具有先天优势,决定了产业创新联盟外的企业有动力参与创新联盟;而作为创新联盟内的企业,为了更好地整合市场、建立有效的市场利润预期,也有动力积极吸收其他企业加入到创新联盟中来。
